A Primer On Louisiana's Budget Crisis
Louisiana government is faced with possibly cutting more than $2.4 billion from the state budget by July 1, 2011.
While few states have escaped the harsh financial blow triggered by the national recession, Louisiana’s existing fiscal policies and a set of unique economic circumstances are creating a particularly challenging dilemma for the governor and Legislature.

LSU System Mid-Year budget cuts
In response to an Executive Order by Governor Jindal, Louisiana State University System institutions today submitted mid-year budget cuts to the State Division of Administration of more than $39.1 million.
Twenty-two employees, including 13 at the Main Campus in Baton Rouge, are being laid off. In addition, campuses statewide have abandoned searches to fill another 278 funded but vacant positions. The job cuts total more than $10.4 million in reduced salaries and benefits.

Louisiana State University System Preliminary Budget Reduction Proposals
The following information describes major adjustments to LSU System units required by dramatic state revenue reductions to higher education as a result of anticipated large revenue shortfalls reflected in Governor Jindal’s proposed Executive Budget.
The structure of the budget includes many dedicated funds and other difficult-to-change state commitments that require higher education to absorb a disproportionate share of the revenue losses. The Louisiana Board of Regents recommended distribution of the budget cuts for higher education to each system using a method that assigned 1/3 of the overall reduction to higher education based on the newly developed state higher education performance funding formula and 2/3 on a base budget reduction. With the exception of the Louisiana Community and Technical College System, the LSU System Pennington Biomedical Research Center and the LSU Health Care Services Division, many LSU institutions also added a 4.6 percent discretionary general fund reduction at midyear (2008-09) to the loss of state funding proposed for the 2009-10-budget year. Louisiana State University System Response to the
Division of Administration's Budget Reduction Exercise
The attached document outlines the LSU System response to the budget reduction guidelines issued by the Division of Administration. The guidelines identify two levels of budget reduction at the 30 percent and the 18 percent levels (including the annualized reductions from fiscal year 2008/09). The Board of Regents allocated the LSU System its proportional share of reduction, and the LSU System then allocated this reduction to each of the major budget units proportional to their share of total state general funds.
